The Training Center of the State Tax Service under the Ministry of Economy of the Republic of Azerbaijan was established by Decision No. 90 of the Cabinet of Ministers of the Republic of Azerbaijan dated June 5, 2002, according to Decree No. 539 on the application of the Law of the Republic of Azerbaijan "On approval of the Regulations on service in state tax authorities" signed by Heydar Aliyev on July 19, 2001.

The new complex of the Training Center was built on the initiative and order of the President of the Republic of Azerbaijan Ilham Aliyev in Nagharakhana village of Shamakhi region, in the Greater Caucasus Mountains and at an altitude of 1500 meters above sea level, in an ecologically favorable place. On September 13, 2011, the complex, built in a modern architectural style, was inaugurated with the participation of the President of the Republic of Azerbaijan Ilham Aliyev. The center is furnished with technical equipment that allows the use of new information technologies and the necessary tools for the implementation of modern training processes.

According to the order of the Minister of Taxes "On improving the activity of the Training Center" dated January 23, 2012, the Training Center carries on its activity in the new administrative building in the Shamakhi region.

The main goal of the state policy in this respect is to focus on the development of all regions of Azerbaijan and to ensure the freedom of employees by continuing their education, beyond work and household problems.

 The Training Center started to implement the ISO 9001: 2015 quality management system in July 2016. The Azerbaijani office of the “TUV Thuringen e.V”, a German company conducted an audit to determine the Center's compliance with international standards. During the audit, the compliance of the Center's management, quality of education, use of resources, educational policy, normative-legal acts regulating the activity of the Training Center, material and technical supply of the Center with international standards was checked. According to the results of the audit, the Training Center of the State Tax Service under the Ministry of Economy of the Republic of Azerbaijan received an international ISO 9001:2015 certificate
